Meowth is a special case, because Pickup, Payday, and 3 HMs makes it a very useful swiss army knife, but it's definitely not on your combat squad for important battles. Having a Persian on your team isn't a disaster, but it's never plan A. It's just that the stats are below average all around other than speed. Thunder is pretty good in the third slot. Fake Out is very good, and Slash and Bite are quite decent.
Persian is very low end of usable in FR/LG as a regular team member. But it seems weird to give it too many points for that. Surge and can be caught overlevelled if you're lucky. If anything pushes Dugtrio over the top, it's the fact that it's a guaranteed catch just when you need it for Lt. I think the trade-off between Dugtrio and Sandslash is pretty even. Dugtrio's speed is great, but it's risky to take advantage of. Dugtrio is on about the same level as Sandslash, imo.
